Yes you will need a vendors license from your local county office, as well as in most states a certificate from the health department declaring your store (vehicle) safe for the public with a large numerical rating for safety and ease. Also you will need a properly filed small business license and some sort of accounting scenario to file taxes and pay all fees.

Deliver to factories and work places that way you are not based anywhere and i believe you can avoid a license
