This is mainly for E-Mail purposes. Example from 2.85Mb to respectable kilobyte size which is acceptable to most computers. I normally get a reply saying the person's computer refuses to accept the E-mail.

Open it in a graphic editor (you probably got one free on the CD that came with your camera). Resize the picture.

If not, you can use the Paint program included with Windows
Start menu > Accessories > Paint
Open the picture
Go under Image and reduce the "stretch" of the picture
Resave it at the smaller size (use a different name if you still want to full sized version).

Easiest way would be to open it in Paint (or Photoshop if you have it) and manually reduce the size. Save it to your desktop and right click it to check the properties. That will tell you exactly what size it is.

A free image converter to change it to a different file format which requires less data (eg: jpeg) :

Or a free image resizer which maintains the file format (eg: tiff), yet decreases the actual image resolution (eg : from 8x12 to 4x6 without compromising the actual quality of the photo) :

just open the image under MS word and resize using the word format and save it. it alway works...
