The rate limiting step in most burning processes is how fast you can get the oxygen to it. Toilet paper is a lot more porous than regular paper and hence will get the oxygen faster and burn faster. Aluminum is so "flammable" that it is already burnt--the surface of essentially anything made of aluminum is already aluminum oxide, i.e., already burnt. The reaction of Al + O2 is so exothermic, however, that finely powedered aluminum (nanometer-sized particles ideally) is actually used as an explosive. So a solid block of aluminum is already burnt on the surface, thereby preventing oxygen from getting to the rest of the material.
P.S. - If you are, as I assume you are, talking about aluminum foil, that doesn't burn very well.
P.P.S. - Be a scientist, do the experiment!!! Preferably outside and preferably with a large cup of water next to you to put out any accident. Take a piece of toilet paper, an equivalent size piece of paper, and an equivalent size piece of aluminum foil and light them all on fire using a match. If you do this on a concrete surface (sidewalk) or asphalt (driveway/road) they won't catch on fire. If you do decide to actually do the experiment please don't do it on a windy day, since a burning piece of toilet paper could probably be carried a long way by wind.

It all depends on how easily the air can get to the burning surface. Aluminum sounds difficult but when finely powdered and sprinkled on a fire it will spark right away. Tightly-rolled newspaper can take forever to burn. Etc.

Toilet paper would be my guess.
Only exception would be if you could get aluminum shavings with a very high surface area.
