Yes, especially in the form of Magnesium citrate. You can buy a liquid solution at most drug stores for under $5. In a capsule this would equal about a 400-500 mg dose.
Take the dose as suggested on the bottle then try another if no action has happened after 4-8 hours.
Also vitamin C in large doeses (1-2000 mg) will create a lax effect.

No. Magnesium is found in trace amounts in the body. Giving the body an overdose of magnesium will only trigger the body to get rid of it. If your body can't remove the excess magnesium, it can result in the depression of the central nervous system and in extreme cases death.
Here is a list of some things that may be beneficial for the treatment of constipation:
Acidophilus
Digestive enzymes
Vitamin B complex
Vitamin D
Vitamin E
Aloe Vera
Calcium/magnesium
Garlic
Unsaturated fatty acid (linseed oil)
Fiber (psyllium)

If you are sensitive to the mag then yes. Some people will have increased motility when taken magnesium, or maalox/mylanta that has magnesium. For some people though, it doesnt affect them much.

You are better off with a laxative-specific, OTC solution. Followed by lots of water to accelerate the process.
Good luck!
