Ask the local cab companies, they may still have special fuel tax or surcharge.
By car or cab, You can go to Ghatcoper from Borivarli and take a train to Kalyan.
May have to back track all the way, to Dadar on Western Railway and take a train from Dadar to Kaliyan on central. That area may still be under developed.

By taxi it will cost around 400-500 Rs. & will take atlest 2 hours.
Much better option is to take Local Train.U can get tichect to Kalyan Directly from Borivali Station( Around 20 Rs.)..Then by local train go to Dadar Station & take the other train to Kalyan as no direct train to kalyan from Borivali.Here also time taken will be almost same.

cab will cost you about 650 rupees and go by car, not by train, if you dont want to die.the cab will take you upto either Mulund or Thana and then you change to another cab. Unless its a private car.
