It means kind of smouldering, hot, sexy. It's definitely a compliment - and an original one at that. I'd say that someone who was sultry probably had a sexy mouth. It also implies that you are confident and intelligent too. Mae West, for example, was sultry.

Let's just get down to the nitty gritty, brass tacks and lay it on the line! Sultry is Sexy and all the good things that surrounds that word! So the next time someone tells you you're sultry, ask them what are they going to do about it. And that is only if you're attracted to the person that gave you the compliment.
