Bits of Surrey that are not part of a London Borough are not in London. It is debatable whether areas in these Boroughs are part of London. The Surrey Boroughs of London are Kingston-Upon-Thames, Richmond-Upon-Thames, Croydon, Merton and Sutton and they come within the bounds of Greater London and are covered by the Greater London Authority and the Metropolitan Police.

Most parts of these areas have 0208 London dialling codes, but a few have Surrey codes One of the biggest differences is that most places in Surrey Boroughs of Greater London although politically may be classed as being in Greater London postally they are not. London postcodes begin with W, WC, E NW, N, SE, SW and EC,for West, West Central, East, North West, South East, South West and East Central. These areas don't have London postcodes they have codes such as CR or KT. Many Londoners think this means they are not in London as quite a lot of store is put in these codes in London.

Even people who live in the borough themselves will disagree as I used to live there and some people insisted they were from London and others from Surrey, it depends on your opinion on what factors make an area part of London.
