The best way is to start researching parts suppliers. After all you cannot build pc's without parts. Look into companies that are willing to start relationships with you as a new business and see what you can do about getting bulk discounts. This will keep the cost low, not only for you but for your consumers.
Once you think you might have found some suppliers, you need to start advertising. Start local. Post signs and hand out information at local universities and their bookstores: places where people who need low-cost systems congregate.
Finally, start small, and simple. I would not jump into gaming or specialty systems untill you have some steady business flow. These systems are more expensive and more things can go wrong with them. You will not have much of a tech support or warantee system right away, so stick with simple basic systems.
Also, i would keep customibility to a minimum. Offer relatively static models. Be willing to upgrade RAM, offer bigger HD's or extra video cards, but keep the core system teh same. This means you will buy more of individual units, meaning your costs from those bulk suppliers will be lower....
increasing profits.

Do like Dell does. Don't go for manufacturing components. Just assemble them. Find out how you can get the cheapest parts from wholesalers. They also give out credit lines if you can provide them a steady business. You actually get money from customers for each order right at the time of ordering, but the wholesalers are paid 60 days after you order components from them!.
One more thing, dont think of laptops in the beginning. Assembling them is one hell of thing because you dont get standard parts. (Physical Design as well as Function.)
