I am on a H4 visa, I plan to start a business with a US citizen, can i enter contracts to start the business?

I also plan to work as part of the business which allows me to get an additional income, can I put this down on my taxes if possible, if not. Can I get my spouse to sign the contracts since my spouce holds a H1B visa... please advise how to go about solving this issue

You can start a business on an H4 (as in being (part) owner), however you cannot work for it. You would have to get an H1B or green card to be allowed to work.
