I've loosened the radiator cap, but that hasn't had any effect (and it was recently replaced). the reservoir is often low, but the fluid level in the radiator itself is unchanged. any suggestions?

It may be the guage or the temp. sending unit.

If the temp gauge isn't changing what makes you think it's over heating?Loss of fluid could be caused by a weak radiator cap, loose or old hoses or clamps.Not to mention a blown head gasket. If the engine was ever over hot before you changed the radiator a head gasket is a possiblity.

how do you know it is overheating for sure ?

normal coolant temperature at normal operating temperature is upwards of 220 degrees F

and minimum of 185 in most all vehicles, and most are actually set to 195

for the thermostat to even open

so..

try another temperature sending unit, it is screwed into the front of the engine or in the intake or in a cylinder head

why do you think it is overheating? never run with cap loose as it maintains pressure on the system to function correctly.if your car truly is overheating you need to take it in to have it repaired or you can destroy the engine
