I have tried vinegar, baking soda, and Tilex without much success. The surface is black rubber and I don't want to discolor or dull finish.

Saturation, you forgot about saturation. Premix the vinegar and baking soda in a spray bottle with cold water and heavily saturate the surface. You can always reseal the rubber surface with linseed oil. unpolished rubber is very porous. As is most natural surfaces. You may have to actually forgo the dull look in order to properly seal the finish so that mildew doesnt return.
