Virigina Plan had to do with the representation setup in both houses of Congress during the drafting of the U.S. Constitution. Under the Virginia Plan, both houses would be represented according to the population of the various states. This ticked off the small states because they would receive less representation and the large states would rule. The compromise that followed ended up with the Senate having two seats from each state regardless of population and the House having seating according to population.
