i want to paint my rims white, would anything happen to the balance or the weight or anything causing concern?

you worry too much

paint them, there is nothing to worry about..

Why do you want to paint your rims white ? That seems to be a terrible color for tire rims. For one, there is the grease from the axle and lug nuts that leaks down. Second, there's road dirt. Third, there's brake dust. All of that and your "white "rims would look stained and dripped on in about a day or so.

Would advise that you stick to a darker color that offsets the paint on the car, something slightly darker. If you have a white car--grey. Black car--red. Grey car--dark red.

It won't affect the wheel balancing.

Nothing would really happen to your rims in fact many people do it to older cars. The only problem is that a lot of rocks and such can get in there and chip the paint. That is why many people instead of painting they powdercoat them. Powdercoating bakes on paint and it adheres a lot better to the rims making it last a lot longer. However if it does chip it is harder to fix.

nothing major will happen... balance may be very slightly changed, subject to it being a steel or alloy rim...
