It was made and built by the French, and given to the US as a gift. The statue was dismantled, shiped over, and then re-built at its present site.

There is a smaller version of the statue in Paris, on an island in the River Seine.

It was created in France (actually two were created, the smaller one is in Paris today) and given to the US as a gift, I also find it wholly ironic that the model who posed for the statue was one of the most bigoted women you probably never would've wanted to meet.
