The 18th Amendment created Prohibition. It was about the wording of the amendment. One particular line:
"the United States and all territory subject to the jurisdiction thereof"

The US Supreme Court held that the language Congress used in the Amendment limited its application to areas under the exclusive legislative jurisdiction of Congress - which of course is not the states of the Union.
