Things happen and laws respond to the issues in the news.
It can't work backwards since lawmakers would have to know what would be in the news, in the future so they could change the law so it would be in the news. Confusing isn't it?
When a child is kidnapped or molested in a different way the lawmakers hear their constituents complain and they write or add to a law to cover that problem. We get things like Amber Alerts and Megans Law.
In some places computer and video intrusions weren't illegal and that made the news, so state legislatures wrote laws that reflected changed technology. This happens in the cases of shooting up ladies skirts and cameras in bathrooms. The laws needed to be updated and they were.

Changing laws cost a lot of money, usually the Govt. lets them get out dated and write new laws than re-write or take them out of the books.
