Assuming that you know where the file is on your computer, (for instance, on your desktop, or in your C: drive..), you can just navigate to the file location using Windows Explorer, highlight the file, and press the "Delete" key on your keyboard. The delete key is the one just to the right of the "Enter" key, not the "Backspace" key.

Alternatively, you can highlight and drag the file to your recycle bin, which is located on your desktop.

This is all, of course, assuming that you are using Windows and not some other operating system.

If it's just a file like your question reads, then delete it by highlighting it and pressing delete, or if its more than one do the following:

go to my computer
select the drive to clean
right-click and select properties
choose disk cleanup and let it do its thing.

MAKE ABSOLUTE SURE YOU KNOW FOR A FACT IT IS UNNEEDED.

right click on the file and click delete. That will send your files to the recycle bin - then right-click on the recycle bin and click on Empty Recycle bin. You can also clear your cookies and temp files in your Internet Explorer - tools, internet Options.
