There's only a couple hundred miles separating the bunch of them, but if you live closer to Lake Ontario in of those cities the weather will be moderated somewhat by the large body of water. For the major cities Hamilton or St. Catherines is probably the cheaper choice. Anything closer to Toronto to the North or to Niagara Falls to the south is in higher demand and thus more expensive. Outside of Toronto, crime is pretty minimal, except for maybe for a few specific little spots here and there in Hamilton.

The Golden Horseshoe is the area around the western end of Lake Ontario, mainly the south-central region consisting of such urban centers as Toronto, Mississauga, Oakville, Hamilton, St. Catharines, Niagara Falls, Burlington, and Oshawa. Half of the population of Ontario lives in or around these cities.
