It's a tricky question to answer. Different sources list different people. It also didn't just start with one person, it was like an evolution of music. DJ's in the early 1970's, especially DJ Hollywood and DJ Kool Herc, were some of the first to bring the music. Herc was the one who brought in the idea of breakbeat DJing and mixing beats on the turntable in 1970. In 1975, DJ Grand Wizard Theodore introduced scratching. Basically, rap began with the DJs rather than the frontmen like today.

Outside of the DJs, some credit Melle Mel of the Furious Five, while other say Afrika Bambaataa was the first. Afrika Bambaataa formed the Zulu Nation in 1974 and created what was called the 'Four Elements' of hip-hop: DJing, Breaking, Graf Artists and MCing. I've heard folks say that Grandmaster Flash was first, but he didn't come until 1975. Someone mentioned Kurtis Blow, but he didn't come until 1976, BUT Kurtis Blow was the first rapper to sign a record deal with a well-known company.

So, if you consider DJ's as the first, it would be DJ Kool Herc. If you consider MC's as the first, it would be Melle Mel or Afrika Bambaataa.

James Brown back in the 60s, then in the 80s we had Curtis Blow, Sugarhill Gang, Run DMC, just to name a few.
