Modern! Like Germany and Japan tried?
Its called an invasion...Much like Mexico is doing towards America today.
Tactics are different, the goal is the same, to conquer and supplant one culture for another. Till recently I thought Raza meant rat...perhaps I should stay with my original thought.

Illegal? No, but other countries object. That's why we have government overthrows and subversives. Israel expands and contracts its borders as it wishes with Palestine. The only thing holding countries back is International Law. However, war cannot really be regulated. Just watch the TV and see soldiers in Iraq kicking in doors. Doesn't anyone else wonder how soon soldiers will be kicking in the doors of American Citizens in the U.S.A.? Mexico actually has polls in the United States where Mexicans vote on Mexican issues, and Venezuela had over 16,000 people voting for the Venezuelan President on U.S. Soil. I'd say that amounts to Mexico and Venezuela expanding their borders into the United States without resistance, assisted by the U.S. Government.

Nope.

The US bought Alaska from the USSR and expanded our borders.

A lot of countries tried to expand their boarder, and some countries come into existence, which means another country lost of of it's land to the new country. Happening now and all the time.

It is considered illegitimate to acquire territory through war since World War II by the United Nations.
Territory can still be acquired through purchase or some other kind of mutual agreement.
