Best place to start is with young people, because we're the ones who'll be exerting the most influence on our society for the longest time.
I'm 21 and have been going to the nude beach for the past 4 years, and absolutely love it. In that time I've gotten many of my friends from school to come with me, and I'd say that more than 75% of them are now cool enough with social nudity to enjoy the nude beach as much as I do.
Also, I've seen more and more people (again, mostly younger ones) going to the nude beach every year, and from what I've read the popularity of clothing optional vacations, cruises and resorts is growing among all age groups.
Social nudity will become more acceptable as people realize that nudity in appropriate places is just that...appropriate! It's a great way for people to learn to keep nudity and sexuality seperate...one doen not always imply the other.
Get as many friends involved in non-sexual social nudity as possible, ask them if it's OK for you to use their pool or hot tub naked (and that it's no big deal for you either way), invite them to the nude beach with you, etc.
Hopefully, we'll see our society change for the better every year.

The truth is that nudity was much more acceptable in past times. Swimming naked (usually single sex, but sometimes both sexes together), naked beaches, or general public nudity were all much more acceptable. Much of this changed during the Victorian era. But, even in the 1960's and 1970's is became more socially acceptable for there to be nudity, which all changed during the more conservative 1980's and the rise of the Christian Right. Also, AIDS made us all tighten our views of sex.
I think this is just one of those things that has to 'happen'. Social mores and trends ebb and flow. Society cycles between liberal and conservative over time. Eventually, there will come a time again when public nudity is seen less as a fringe and more accepted.

We need to get away from the moral objections, away from the religious connotations and away from the association of nudity with sex. Just because a person in nude does not as a common indicator denote sexual appetite. Americans overall tend to be much more prudish and puritan than we would like to believe. If nudity were common within our media, then it would be more commonly accepted outside of that arena. I find it unusual that we Americans still allow our government to tell us what we can and cannot see, as if we were children and knew no better ourselves. As long as we allow religious and political leader to control our media, we will never see any social reforms that will treat us as adults.
