Have you checked out Costumer's Manifesto? It's a pretty good resource to use in terms of researching fashions.

Women's fashions in the 20s were generally drop-waisted, and they weren't as short as you might think. Most dresses fell to knee-length or below. Cloche hats were pretty standard as well. Men's suits would have been double-breasted, and cut in a style similar to a zoot suit, although the type of men who generally wore zoot suits were more akin to the urban youth of today than the upper-class children that Romeo and Juliet would be portraying.

Do some research on 1920's fashions and you'll get an idea of what people may have worn in various settings (general day-to-day wear, upper class, social events, etc..)
