Probably Hualien, although it does get more expensive during holidays and weekends as it's a major tourist area in Taiwan. Next would be Kaohsiung, which is more expensive than most of Taiwan, but still relatively cheap by western standards. Taipei is by far the most expensive, as major cities normally are.

For a trip :
1 Hualien is nice countryside with amazing landscaps ,friendly people too ,also is cheaper to stay. at night you can go to local night market or go to beachs.

2. Kaohsiung :great night life lots pubs ,restaurants too ,or just have a walk at "Lover River " see the street artists perfomence.

3.Taipei ,quite expensive ,but you can use MRT to go to most places ,see the heighest building in the world "101 buliding "
or go to Beitou have a "hot spring"

Food and rent cheaper in the smaller cities, i.e. Hualien.
Other goods (clothes, electric etc.) probably slightly cheaper in the bigger cities, i.e. Taipei.
