Facial expressions play a huge part in communicating through sign language.

Think about it they do not have tone or pitch of voice to show surprise, anger, humour. If they want to stress something they do it with their face.

When you are getting angry you raise your voice, with the Deaf, they change their expression to match their signs to explain what they are talking about.

Sign languages usually don't have as many different words to express something as, say, spoken English. So the hand signs sometimes provide only part of the message being communicated and facial expression 'fills in' some of the finer shades of meaning. So facial expressions are used in an exaggerated form to differentiate between, for example 'annoyed', 'angry' and 'furious' or 'surprised', 'shocked' and 'terrified'. Sign language isn't just conveyed with the hands, but with the whole body.

Deaf people use facial expressions when they want to stress something and to express feelings that you would normally recognize by the tone of the voice. They can't use the tone of the voice, so they use their face.

maybe it is their way of telling us to over-exaggerate our facial expressions, instead of mumbling our conversations, so they have a better chance of lip reading

If you ask why deaf people only god can answer. But if you ask me it is to balance the chatterboxes in the world.
