They do clean up the horses waiste. The ppl who pick up the dead animals off the road do it sum times. If they don't get to it in time then they leave it so cars can run over it. Especially in parades.

I'm not sure about the NYC mounte patrol, but in most instances that I've seen of Police horses, and the cart horses in cities, they have "poop pouches" It's like a diaper for a horse. In simplest terms... it's like tying a sack to their butts to catch everything. It has a rigging system so it's humane and sanitary. I'm pretty sure that they don't have steaming piles laying on the road waiting on some sanitation worker in NYC.

i don't think so 'cause I've never seen a cop pick it up; sanitation must come by, especially since mounted patrol is only found in specific areas of the city, so the poo will be limited to that location unless its a special case.
