Electrolysis is best for small areas. You will need one to two sessions every two weeks for up to six months. Each session can cost betwen 15 and 100 dollars depending on the size of the area being treated. So bottom line is it's permenant results but is time-consuming and can be expensive.
Laser: you'll need 4-6 treatments spaced a month apart, so there is less time commitment. Results are permanant. Sessions run between $150 and $3,000 depending on the area. So again, it's expensive, but less time consuming then electrolysis.
Both treatments cause mild discomfot and should be done by a professional.

i'm having laser on my chin and it's £30 per session. Electrolysis is £15 for ten minutes so probably would be a bit more expensive because it takes longer doingone hair at a time. For me it's looking like i will only need 4 or 5 treatments of laser. It;s the same principle as electrolysis- the hair will only be permanently removed if it is in the growing phase when treated. Since it is impossible to tell, it takes a number of treatments to catch all the hairs in this phase. hope this helps

Electrolysis is usually slightly cheaper per session but you may need more sessions, it also hurts a bit more than laser. However, electrolysis is the only proven method of permenent hair removal. Hairs treated with laser therapy may grow back after 5 years. Also, laser therapy only works on hair that is quite dark and thick whereas electrolysis can remove fine and light hairs.

If it's facial hair, it's probably come about because of hormonal variations and neither system of hair removal will work well unless you get your hormones into the normal female range. Otherwise, because hair and skin are very alike, the sort of treatment necessary to provide long-term results is likely to damage your skin permanently as well.
Remember that it's normal for most women to have a certain amount of moustache growth and there are a great mnay women who shave daily.

I would suggest laser.
Electrolysis might leave some scars.
