Does it matter where the chat room is? There are Thai people in a lot of chat rooms so isn't that what you want?

i dont know for sure but i look at it this way is there a chat room here where we speak just tai,so i would say no if I'm right good if I'm wrong at least i tried to help you hun

check out an IRC channel ..i would suggest you the room druknet.bt its an chatroom where all kind of people from all around asia is in (inc thai),since im an IRC admin i would say its an decent room and also in english..your welcome there :)
