Right click on your desktop, go to properties. Click the Settings tab and you can change the screen resolution there.

If you already knew that then here's what's most likely to be the problem...

Your graphics card most likely has software that controls visual properties. In the Settings tab you should see a button named 'Advanced.' Click that and have a browse around for resolution settings.

The first thing I would do is to verify the Video Driver is installed and running properly. You can do this by:

Start > Control Panel

Find an Icon that says 'System', double-click it.

Open the 'Hardware' tab.

Click 'Device Manager', a new window will launch.

Ensure that no device nodes have yellow exclamation markers next to them, you would notice if they do.

Under Display Adapter, check what type you have an ensure it is not 'Standard VGA Adapter' or a similar generic adapter. Standard Drivers are the default fall-back when a suitable driver could not be found.

Assuming this is all correct, check your Monitor Type. Standard or Generic types are okay here. Usually this will be 'Plug and Play Monitor'. If you see something else here, perhaps someone has changed your monitor type on you, which could cause this kind of behavior.

Assuming this is all well and fine, return to your Display Settings by right clicking on your Desktop and selecting properties. Visit the 'Settings' tab. You should make note of what 'Color Quality' options are available. If you find that your limited to only 256 Colors you may still have a driver issue. If you see both 16-bit and 32-bit, you should be okay.

The next thing to check is Available Modes. Click on 'Advanced', this will open a second dialog window.

Visit the 'Adapter' tab. Click 'List All Modes'. Look for a mode that suits you, probably "1024 by 768, True Color (32 bit), 60 Hertz". Select that option and press OK.

Your computer will try to adjust to this setting again, if it continues to fail you may want to see what applications are starting with your computer that may interfere with your resolution settings.

To do so click Start > Run. In the dialog box type "msconfig" (without the quotes) and press OK.

Visit the Startup tab. This shows all applications that start with your computer. If you see anything you don't recognize you may want to disable it. Check the full 'Command' field to see the directory it runs from, as it may turn out to be something important such as a printer application, or iPod sync software.

If you do find there to be a driver issue, or an unknown peice of software you may want to re-post a question about how to resolve that as the answer can get long and I didn't want to post too much :)
