It can be either ice crystals or water vapor in the upper atmosphere that causes this effect. Variations in angle and intensity of the sun as in season and time can also contribute to this anomaly.

If you shine a light through a prism it splits the light up into the seven colours of the spectrum. This is due to different colour s of light light having different wavelengths. The water in the atmosphere acts as a prism and turns the light into a rainbow or a halo if tou are high enough above sea level.
