A cloudy liquid can also be called a turbid liquid. This is probably due to sediment, and if left long enough, gravity would cause this to settle leaving a clear liquid. However, if you have a suspension, it may remain turbid for a very long time.
If you have two immiscible (unmixable) liquids, you would have layers, like dichloromethane and water, (In this example each layer would still be clear).

There isnt a name so far as I know. I think this happens in some alcohols, notably absinth.
The reason it does that is because there are minerals in the drink that are soluble in ethanol (drinking alcohol) but not soluble in water itself so when the water is added they become cloudy.
