Do the actors do the voices first and then the images are animated to match, or are the animations done first?

The voices are done first.

Pixar has a step-by-step illustration of the entire process in making a computer animated film.

Disney explains the process from the point of view of more traditional animation (meaning, drawn by hand). From the Disney website:

3. Once the story is laid out, the dialogue is recorded. This is done before animation, so the animators know what the characters will say.

4. After the dialogue is recorded, the animators can make rough sketches of just the characters. Usually these drawings are quite messy, there is still no color, or background. Some animated films have used over 50,000 individual drawings.

Sometimes you see them do the voices first, there are exceptions. For example in Beauty and the Beast 2, Angala Lanbarry did her voicing post animation

it really depends on the film. take the pixar example already mentioned in a previous example. And then compare with the "Grave of the Fireflies" movie where the animators rarely showed the mouth of one of the characters, because the lines were pre-recorded and the animators were not used to that style. So there is no set rule on which goes first then =)

the animations are done first. after that, they have the voice actors come in and do what they have to. i've heard its challenging, haveing to match the words right in all...
