Cyber crimes are computer-specific crimes. Hacking is a cyber crime, stealing money from someone else's account CAN be a cyber crime if it involves the use of a computer to get account information and then using that information, identity theft (which involves stealing a person's personal information and then getting loans and credit cards for yourself in that person's name) is a crime, but changing someone else's password and using their ID is not necessarily a cyber crime, sending pornography over the Internet CAN be a cyber crime if the decency laws in your state prohibit it, or if you're sending nude pictures of boys and/or girls under 18 years of age. As with everything else, a lot depends on the specific circumstances of the case.
