The faster you go, the less reliable the burn process is... I know some people who always burn at 4x to avoid errors.
Definitely use good DVD+R media, the discount/bargain brands will fail more often than Memorex/Fuji/Sony/TDK etc.

There is an alternate possibility. You may be using a trial or demo version of burning software and they limit your speed until you buy a full version and install the key they provide.
Many burning programs will "evaluate" the speed options and select the "right" combination of speed and reliability. With cheaper drives and media your speed may not be all that great. But then again buying really expensive disks doesn't necessarily guarantee speed either.

Your computer and hard drive might be too slow to keep up at 8x. Make sure no other programs are running while you burn the disc. If Nero has an option to increase the size of the read buffer, you can try increasing it.

It could be several things, the speed of your DVD drive, the specs on your DVD disc, and the speed of data transfer on the computer. You'd better to run a test on the burner to see what speeds are supported.
