I think Iowa & Nebraska areas are safe, lower taxes all the way around(property& sales), larger citiessuch as Lincoln, Omaha, Des Moines, with all the amenities. Cleaner enviroment and developing industry and suburbs. Academics ~ Class rooms are not as over crowded, as say, LA or DC areas, so the overall teaching and learning experience is better all the way around.

Maybe Virginia....but I think everyone in Virginia is stupid. But the crime wait is low....unless you live on route 1...but hmm really dont know.
