Definitely a sauna. When you're in a sauna, you're completely engulfed in the heat and steam. Your body literally cannot cool itself on its own via the normal method of perspiration. When you're in a jacuzzi, at least some part of you - your head, your head, shoulders and arms, maybe your entire torso - is out of the water and in air that is significantly cooler, even if it's a beastly hot day. And if the jacuzzi is making you feel too hot, you simply move a little to increase the amount of skin up and out of the water. So at least being in a jacuzzi allows some degree of cooling. Saunas just steam you like a vegetable.
