The salvation army always has a christmas drive and its free. Make sure you sign up early and bring your id, the kids sscards and birth certificates and proof of income.Lots of people where i reside only have ssi income and small children and get approved and receive tons of toys from salvation army. Just apply in time and trust me they will get tons of gifts.

Social Services are supposed to have programs for children at Christmas time. If she is on ssi then she qualifies for presents if the program is available.(my son is on ssi also and I too am a single parent who works and gets only food stamps and medical)
she might also want to call her worker for ssi to see what they are offering. Try the Salvation Army has the angel tree and might have openings. Also try the local police and fire depts. They will also direct you and might have a program available. Call the United way for numbers and agencies that participate in this. I hope this helps you.
