Make sure to for to your "privacy settings" and inside that, you should be able to set up some "blog settings" regarding who can and cannot comment on your blogs. I believe there is an option for "friend-only blog comments" among others.

Also, when you are done writing your blogs, check one of the bottoms at the bottom for "private" or "diary" (only you can read the blogs), ""public" (anyone can read, even non-myspace users) and "friends" (only friends in your friends list can read). This setting can be changed from blog to blog depending on who you want or don't want to read that particular one.

Just make sure that the status of the blog is set to public. Then there should be a comment link on the bottom of the blog

You can make your blog "private" or "public" when you post it. Others will be able to comment on your public blog entries
