The cheapest way to go from Narita Airport to downtown Tokyo would be to take Keisei line's limited express ( 特急) for about 1000 yen and it takes only about 20 minutes more than their express "Skyliner" which cost 1920 yen. Also, by taking the train, you avoid the possibility of getting stuck in traffic.

Keisai Line, which runs directly from Terminal 1 and 2 of Narita Airport to Mitaka.

They have skyliner and limited expresses which are really good options. Also they run the normal trains on the same track.

The sky liner stops in few stations only the first station after Narita is Funabashi.

The limited express stops 4 stations before funabashi however it is resonably fast and time saving way of transport from/to Narita airport. All of these trains can reach Tokyo station straight from Narita. However you may have to change Trains/Stations to get into different places of Tokyo City.

Limosine buses are good, but lots of time it needs to travel as the traffic jams can jam your travel plan too.

To go to Tokyo Stn. downtown, a cheap and convenient way is to get a local ticket for the JR line. Cost is 1280 yen. Take the kaisoku kyuko, it takes you from the airport, through Narita town, Chiba, and then to Tokyo Stn in about 95 minutes.

There are slightly cheaper options, but you would have to use 2 different train companies and transfer. It all depends on where your final destination is, and since many tourist sites are near the JR loop line stations anyway, use JR.

I'm assuming by City Center you're talking about the center of the city???

Anyway the cheapest way I think is taking the local train.
If you take a bus, it usually costs about 3000Yen.
If you take the Narita Express I think it cost about the same as the bus.

If you take local, it costs only about 1000 to 1500 yen to get from Narita Airport to Tokyo station and neighboring areas. But note that if you take the Narita Express it's way faster and if you take the bus, you don't have to do any walking or carrying until you get to your destination.

I have taken the train from Narita down and it seemed most efficent and much cheaper than taxi's

Try taking a bus...cheaper than NEX or a taxi.

Having done it myself last summer, I'd say by bus.
cabs are too expencive, walking is out of the question.
