DDR (Dance Dance Revolution) is fun... and then silly interactive games like Twister or trivia games or games like charades where you act things out. It's fun to work in teams at this age so no one feels like they're cornered if they're a little shy.
So make the theme "Dance and Chance!"
Get an inexpensive mirror ball to jazz up the room. You can get those small ones at WalMart and such... they sit on a table top. Have lots of music and ask everyone to bring their favorite CD.
Another idea (depending on your personality and friends) would be a "Giving Back" theme. Have everyone bring canned or boxed food items for a local shelter or food pantry... or trial sizes of personal care items to be donated to a battered womens shelter. Have them bring gently used clothing from their family that can be sorted through during the party. After the party, take everything over there and explain the theme of your party and how you're able to make the donation.
Consider a craft party... where you have all the materials needed to do a particular craft item that can be completed during the party. Maybe like... a picture frame or a wall hanging of some sort... just look around the craft store and see what's available.
What about a beach theme? So you live in a cold climate! So what! Have everyone bring beach towels and you can make hamburgers and hot dogs and play Beach Boys music and watch old movies with Sandra Dee and Annette Funicello playing volleyball on the beach with the boys - lol
Take it a step further and do a Hawaiian theme... where you greet your guests wearing a grass skirt, you put a lei on them when they get there, have hot dogs, raw veggies and a fruit platter, get a Luau music CD from the local party store and have everyone dress in tropical clothes (like flowered shirts and stuff)
"Pizza and Movie Night" and just rent a movie and pop popcorn and have sodas and snacks... and order pizza or buy those little Boboli crusts and have all the fixin's and let everyone assemble their own personal pizza to be baked fresh in your oven!
Have an Ice Cream Sundae party where you supply the ice cream and have everyone bring one topping to share... you'll be amazed at what people bring to put on ice cream - lol
Keep the mirror ball, get a black light, do a 70's theme with Disco music and have everyone dress like "That 70's Show" or something...
Make cupcakes or brownies and have everyone bring a topping to share for decorating and everyone makes their own...
Anything you do will be great :)

I would suggest like a music party.
Have all your friends over, sing some karoke; have the party decorated with things of your favorite bands and artists.
I did that when I was younger. Good times, good times-- many laughs, let me tell you.
If you're not into that, try basing your party around something your interested in. Mario, Pokémon, Transformers-- whatever.
Do whatever you think will be fun for you and your friends.
That's just my suggestion.

O.K. Try a black light party if you have a room with no windows great. If not imprvise by hanging black curtains or sheets. Maybe try covering the widows with balck construction paper. You will need black light bulbs and trade them out with your plain ones. get glow stick and some cool flashy lights. Go to a hardware store and buy som glow paint it's real cheap and you can paint posters. It also washes off if there is a mess!

rent out a really cool DJ at your development's clubhouse or rent out your nearest rec center and hold it. you can have it co-ed and have dance offs and karaoke with 7 minuets in heaven. have a masquerade theme, and have everybody come in cool animal, princess, or super hero masquerade masks with cool matching costumes.
