Norway is a constitutional monarchy (ruled by a king and constitution) country. There are only a few "real" crimes there and theft is one of the number one crimes in non-socialist type countries. There is a very high tax rate to ensure that there is adequate state run health care and government programs to help the poor or under-priveledged. people don't have to get mugged or robbed if everybody has the same things.

It is also very difficult to rape someone in fifty layers of clothing.

but the number one reason that there is a "lower"crime rate is probably underreporting.

in slavic countries you are often not treated well if you even report a crime, your claim is not taken seriously(especially if you are female) and the government may not release this information to the public.

Only when dutch soldiers go on the rampage crime rates in Norway rise.The reason for low crime rates is probably plenty of space and nature.
But there is no such thing as a crime free country.

You will get better answers if you put your question in Norway rather than The Netherlands category. I cannot legitimately answer your question, but I can say that crime is almost non-existent in Scandinavia (Norway, Sweden, and Denmark).

There crime rates are lower because of national health care and a working social security system. They do have crime and they also have ethnic minorities they arnt just Norwegians. There is crime but same as most of Europe especially Scandinavia it is low.

They have low crime rates for the same reason as say Canada because people don't feel so displaced and disadvantaged.

I don't know, maybe because the criminals minds are mistaking Norway with the Netherlands just like so many people on yahoo answers?
