Just FYI, the US military has legalized prostitution in a number of places over the decades. The simple reason is that they had fewer problems with soldiers getting diseases because they could regulate the brothels.
They tried making consorting with a prostitute illegal in the Pacific at one point and punished soldiers for doing. What they found was that soldiers didnt stop going to prostitutes -- they just stopped reporting it when they got venereal diseases. As a result, they had a lot of sick soldiers and lots of problem with military readiness because so many were sick. They didn't get the VD problem under control until they licensed and regulated brothels.
But, of course, your question brings up another question. What kind of mind would assume that thousands of soldiers "deserved" getting killed or injured because the military legalized prostitution? What kind of sick "morality" is that?

Yes and New Orleans deserved the Hurricane hitting because of all the problems of being the "Big Easy" and all the other things on that logic.

Hawaii wasn't a state in WW2, it was a territory, it didn't become one until 1959. Since it wasn't a state, many laws did not apply.
