If you want the answer, the first book to read on the subject is the Consumers Union Report on Licit and Illicit Drugs at http://druglibrary.org/schaffer/Library/studies/cu/cumenu.htm

This is the best overall review of the subject ever written. It is no exaggeration to say that, if you haven't read this book, then you simply don't know the subject. If you read the book, you will see instantly that most of the people here don't have a clue what they are talking about.

If you want more answers, you can find the major government commission reports on the subject at http://druglibrary.org/schaffer/Library/studies/studies.htm They all reached the same basic conclusions -- treating drugs as a crime causes more problems than it solves.

These are the definitive works on the subject. If anyone giving an answer is not familiar with these works then you can be sure that they don't know what they are talking about.

You can also read about one interesting approach to the problem at http://druglibrary.org/schaffer/misc/60minliv.htm Many places in Europe are now prescribing maintenance doses of these drugs to addicts with very good results. Most addicts are able to become employed, crime and disease goes down dramatically, and overdoses almost disappear.

But read the Consumers Union Report above, first. It has been used as a basic college textbook for the last thirty years. You can be sure that most of the people who answered here have no clue that the book even exists.

Charging drug dealers with murder and attempted murder and building more facilities so that instead of sending a victim of addiction to jail, they can receive treatment. By the way, don't forget methamphetamine. It's got a trailer park blowing up every other day here in Florida.

Catching smugglers, dealers, etc, is useless as somebody will replace them.

The root of the problem is why people use them. That needs to be addressed first.

If you can't stop them from using you can't solve a problem like that. There are to many problems to keep up with. I think the problem is inside the user. Maybe to many mental or emotional problems. You can punish them but if you can't "CURE" them then your problem will just come back...
