As a general rule, what is made illegal by government only opens up a path to illegal trade. Especially when it is something involving man's natural instincts, such as sex and the need to sense false euphoria through drugs or alcohol. Embarassed, not by someone having the good sense to let government profit from what others would profit from illegally. You would think that American Government would learn from it's mistakes, Prohibition is a good example. No, we prefer to spend billions of dollars a year on a war against drugs that we cannot win instead of profiting from the lesser of evils and using that profit to stop the greater of the evils of that war. Wars are won in small steps, not by attacking the entire enemy at once!

This has been a standard practice in recent history to have Brothels in time of war You do not want a Gay Army running around with Rifles.Hitler had them all over Europe British had them In Egypt and other places.Americans allowed them in Saigon and Hong Kong was full of them during Cold War.You Just cannot stop them .The only thing that could be done is Keep Quite about it.

Obviously you have never been in Europe either as those two are not the only countries that have prostitution. Legal or not.

You should be embarrassed to ask such question instead of asking if you should be embarrassed to be Americans Because of GW Bullshit and Penis Clinton. Is prostitution legal in Vegas? Good for it, and good for Hawaii during WW2. Where was prostitution legal in Nazi Germany? If it was legal there, is this a reason for a German to be embarrassed to be German?

No doubt you will soon be pursuing a grant to allow you to discover the laws concerning prostitution in the Far East l and it will entail many visits to Thailand as well. Personal accounts will be invaluable I'm sure.
