Well, Compt and Durkheim were structural functionalist theorist which outlines the functionality of institutions of society. They would say (not quoting) that rural communities are a function of a body part, if you will, of the whole body of society. Society can not function properly with out rural areas. If you attach poverty to rural... You can not have wealth with out poverty. The Culture of Poverty would also fall under this category saying that people in poverty stay in poverty because it is their culture.
Marx and Weber would say the opposite because they were conflict theorist. They would say that the rich and poor are in constant conflict. The rural people were forced to come into the cities to work for the rich this abandoning their way of life The rich keep the poor down so they can stay rich. They would also call for revolution of the poor to establish a socialistic society.

the key is the locality of the subject of study... each had equal merit, but were localised theory. The key to any of these ideologies is co-oporation, not on a small scale but as a complete measure...
as soon as they have opposition.. the ideal is corrupted and becomes less effective as other better supported, or better financed ideologies encroached...even a bigger army....?
