It could be that your monitor is going. However, if the screen is not working 100% but pictures can be made out: As dumb as it sounds take an antistatic wipe (like you use for a laundry dryer) and wipe the screen. See if that helps.

You probably have a high voltage leak or a wire has become disconnected internally. I had a similar issue in a television. I took the cover off and saw a high voltage wire broken off. The wire was close enough so that the electricty was arcing from the wire to the terminal. So the television still functioned, it just fizzled. I reattached the wire. There are a number of causes and in your situation if the problem is internally discontinue using the monitor. There can be about 15,000+ volts energizing the screen. Even with the monitor turned off and unplugged a high voltage can remain. Do not attempt to service this yourself, you can get killed very easily. Electricity is like a demon and can arc under a certain situations such as very dry air.
