Doesnt matter where you work. Any situation where you are in contact with other people is as bad as the other because everyone is rude these days!!! Shouldnt think you could get much worse than a Traffic Warden though. If you don't want to be in contact with rude people you have to live and work in a box. Only then will you escape it.

Depends on the situation. Coming in right on time leaves the possibility of being late if there is any unexpected delay on the way to work.
I arrive about 10 minutes early and talk to the person who is getting ready to go home. He gives me the heads up on any issues, so I feel prepared to start working when the bell rings. However, I don't really start working early, b/c that leads to expectations and then people start taking it for granted.
But if you are pretty much responsible for your own preparations, I wouldn't arrive any earlier than the time needed for me to feel ready to go when it was time to start working.

I think as long as you get done what you need to before your shift starts it shouldn't matter if it's 5 or 15 mins. early. In my last job it was necessary to be in at least 20 mins. early because I had to turn on and sign in to a specific program about ten computers and then sign my own computer onto the same programs, all before the phone started ringing and people started coming in. In my new job I really don't need to be in early, it just works out that way and it gives me time to myself before the boss gets in.

You're absoloutely fine. Try coming in 20 minutes late every day and see how your boss likes being cheated out of 20 minutes of paid work. That's exactly what you're being cheated out of if you come in 20 minutes early. He/she has no right to look down on you!

I always get to work about 5-10 minutes early and get my personal things settled, like putting away my jacket and purse, etc so I don't have to do it when I am on the clock.

I think as long as you're there prepared to start work at your scheduled time then you should be fine.

what is your job? I can't see why you would be expected to come in early, if so you should be paid for that time.
