Following could be possible reasons for this issue:
1) Monitor Settings are not correct
2) Display Cable is faulty
3) Display Cable plug behind the monitor is faulty
4) Display Cable plug on the CPU is faulty

Solutions for the above said reasons are:
1) Check Monitor Settings : Start => Control Panel => Display => Settings. Check the Screen Resolution and Colour Quality.
2) Change the Display Cable and check again even then if issue is not resolved,
3) Get the PC checked by a PC Hardware guy and get the Display Cable Ports checked.

This may have many causes-

1) Cable are not conneted properly
2) Required drivers and settings not made
3) Have u a CRT monitor ? CRT monitors have a Cathod tube that is main part. By the time cathid tube gets old and as a result we see bad quality pictures some times it shows whole scrren in single colour. In this issue u have to change monitor. New LCD TFT monitors requires low wattage and have longer life of 20 years and BEST quality .

just change the data cable of the monitor

Try changing the refresh rate.
