Do not use it. It is not necessary if you clean your tank on a weekly basis (you should be replacing 30% of the water on a weekly basis). This kind of product is one created for lazy people who would rather waste money on a useless product than spend time maintaining their fish tank.

The product boasts pH balancing - in fact, pH is very hard to bring down. If your pH is high, it is almost impossible to bring it down. pH "stablizers" are likely to mess with your pH and make it fluctuate, rather than stablize it.

If you want to depend on this product to keep your tank clean, I suggest you also invest in a liquid master testing kit (30$) so you can keep an eye on your water parameters to make sure everything is still okay, and don't wait more than 2 weeks between water changes.

Products like this typically work by neutralizing the harmful elements (instead of removing them) and adding various elements to make the tank seem healthier then it really is. The truth is, a properly maintained freshwater tank needs no additives other then dechlorinator and no additive can replace proper care.
