1)Does she wear thongs a lot?
& 2) Does she shave her genitals a lot?
Because that would be a clear explanation.
Female genital area skin is really sensitive. Usually hair protect it and thongs are not considered to be a healthy underwear not even for the skin. So the daily contact with this underwear causes this dark color. But I'm not sure whether you can make it whiter.

No, you can't make it white. You can only shave the hair on the dark area.
