Is there any way to protect windows user account by password and then it cannot be deleted unless password is given,also administrator cannot delete it unless he or she give password?

No.

Only a user with administrator privileges can delete user accounts - and such a user can do *anything* that is doable on the computer. You cannot protect from an administrator.
